The paradox

Investing in AI, but held back by the systems meant to deliver it?

Many organizations are trapped in the Innovation Paradox: investing heavily in AI but struggling to move beyond pilots into scalable production. Google Cloud and Hypothesis Group surveyed 1,250 U.S. enterprise IT and business decision-makers to understand how existing technology environments shape an organization’s ability to operationalize AI.

The answer: layering AI onto fragmented systems and aging architectures compounds tech debt rather than solving it. Organizations are paying an escalating maintenance tax while racing to scale AI without the data readiness, architectural freedom or governance foundations it requires.

Legacy software meant to deliver AI often functions as an innovation tax, muzzling the very AI leaders count on to transform their businesses. The main finding
